We are pleased to introduce the readers of Javanan Magazine to the honorable Larry Stirling, an extraordinary judge who has provided his excellent services to the San Diego community for years. Judge Stirling sat down with Javanan Magazine to discuss his new book, The Noblest Motive. 

The Noblest Motive is not Judge Stirling’s personal autobiography, but in fact a serious book about public administration. Judge Stirling is a former U.S.A. Army Infantry Major; a former Member of the San Diego City Council; a former four-term member of the California State Assembly; a former member of the California State Senate; a former Municipal Court Judge, and now a Retired San Diego County Superior Court Judge. Larry served as a Municipal and Superior Court Judge for 14 years until his retirement in February 2003. Upon retirement from the bench, Judge Stirling became the Senior Partner in the Los Angeles based Adams Stirling Law Firm admitted to practice before both the California and United States Supreme Courts.

Judge Stirling graduated from Pacific High School in San Bernardino in 1960 and then San Bernardino Valley College in 1962, where he was selected the Outstanding Graduating Male Student. He continued his public school education at San Diego State College (now San Diego State University), where he received his bachelor’s degree in political science in 1964 and was selected the Outstanding Graduating Student from the College of Arts and Letters. Judge Stirling’s future in public service was foreshadowed in his Chairmanship of SDSU’s award-winning Model United Nations delegation. 

Upon returning to San Diego at the end of his active duty term in the U.S. Army, Larry entered Western State University School of Law and completed a law degree. He graduated 3rd in his class and won three AMJUR awards along the way.

Besides the The Noblest Motive, Judge Stirling authored the Davis-Stirling Act and has authored over 200 pieces of legislation and two state constitutional amendments. He also authored two other books: Leading at a Higher Level, a book on public administration reform, and Asked and Answered, a book on practical courtroom evidence. His latest work, The Noblest Motive, is a textbook on public administration predicatedon his experiences of having served in all three branches of the government – executive, legislative, and judicial – and at every level – local, regional, state, and federal. The Noblest Motive is available on Amazon.
